First, you need an interface for digital conversion. I use a focusrite Scarlet 2i2, dual input, around $250 aud. The 2i2 uses more power than the iPad can offer, so you need more hardware, a cheap option this time a powered USB hub.
Open the Dropbox app on your iPad. Locate the audio file you want to import into GarageBand. Tap the “” button at the top right of the screen. Choose Export and then choose Open In. Wait while the file exports. Then tap the Add To iCloud Drive option. Drag and drop mp3 garageband ipad.

i use an adaptor, lightning (plug) to USB A (socket), about $48 aud from office works for the apple product.
i suggest you get one that also has another lightning port (socket) beside the USB A, (socket, female) so you can charge as you work . .lightning port does input & out put, so a second lightning port is very useful when you’re using Focusrite input.
The generation of your iPad is important, mine is 2nd gen, has a lightning port; 3rd gen has a USB C port, which is much more compatible with a host of devices, especially USB C to av/audio/various USB’s/SD- card readers etc etc
When you plug in your interface with G. B. Open, a prompt window appears, saying: You’ve just plugged in a device, asking if you want monitoring, usually via headphones.
Even though I use a mixer to input both my mic & my bass instrumentS, the output goes to the Focusrite, which is connected to iPad via powered USB hub a lightning connector & the lightning plug to USB A converter.
